5C assessments were conducted during the month of April with several LGCP municipalities and two Catchment Management Agencies. The 5c aims to provide a holistic overview (albeit a bit abstract) of the capacity building process of local governments and CMAs in the programme and is based on a well-known capacity building assessment system called the 5c model. The interviews are carried out together with the respondents with the aim of generating critical debate and self-reflection within the organisation. Some of the issues tackled include the existence of strategies to mobilize resources (human, institutional and financial), the existence and achievement of implementation plans and the encouragement of learning within and from other organisations.

The 5C were conducted in the following municipalities; Camdeboo, Emfuleni, Ekurhuleni, Govan Mbeki, Langeberg, Naledi, Oudtshoorn, Saldhana Bay, uMhlathuze and the Breede Gouritz and Inkomati-Usuthu Catchment Management Agencies.
