LGCP Workshop on Public-Private Partnerships in Buffalo City

The Local Government Capacity Programme peer-to-peer workshop was held on 21 and 22 September in East London, and concerned the use of Public-Private Partnerships (PPPs) to foster Local Economic Development and societal problem solving. Although municipalities are not necessarily job creators, it is their job to provide sound infrastructure that enables economies to flourish. Businesses, communities and governments benefit from a favourable economic climate as it can lead to increased turnover, increased employment and increased tax income. The municipality is in turn able to use the tax money to sustain the vital economic infrastructure. This symbiotic relationship can be exploited further by co-creating solutions for societal challenges through PPPs. Several municipalities and other government entities from across the country presented cases of PPPs that they are involved in, and placed emphasis on best practices, lessons learned and pitfalls. Santam, Mercedes Benz and GIZ, constituting the second P, were also participating. This allowed for intensive discussion and deeper understanding of each other’s situation. At the end of the workshop, participants said they acknowledge the importance of having a PPP facilitator, engaging in clear and honest communication, taking initiative, engaging regularly with stakeholders, having equal partnerships, having clear role divisions, being transparent about own interests, and voicing expectations. A visit to Buffalo City’s Business Development Unit and a tour around East London concluded this peer-to-peer.
