CMRA provided overall project management for this two-year benchmarking initiative targeting six to ten municipalities across South Africa. The project facilitated peer learning among municipalities, improved HIV and AIDS response strategies, and supported the funding of interventions identified during the benchmarking process — strengthening municipal capacity to reduce infection rates and mitigate the epidemic's impact.
