The aim of this assignment was to conduct a training needs assessment for municipal oversight committees in all the
five (5) local municipalities where GSP II is operating. The outcome of this process was a set of recommendations that
are to be used in the design of (a) training programme(s) for councillors and officials involved in the functioning of
oversight committees.
Description of Actual Services Provided by Your Staff:
- A thorough engagement with an extensive sample of political and the administrative role players in leadership positions, selected from relevant functionaries
- Individual training needs assessments (in relation to exercising the oversight functions as well as means of appropriate training delivery of councillors serving in oversight committees).
- An examination of the roles of other state entities like the National Treasury, DCoG, Provincial Treasuries, CoGTAs the LGSETA and SALGA in capacity development initiatives for councillors in general, and councillors serving in oversight committees in particular for purposes of ensuring alignment and improvement in the provision of capacity development programmes for municipal oversight committees.
