The working papers were intended to outline and capture a set of perspectives that forms the basis for robust debate and engagement about the state of urban governance in South Africa, and how it can be improved.

Overall Objective
The objective of the Urban Governance Paper Series was to explore different issues that affect the ability of cities to deliver on their mandate, ranging from institutional strength and capacity, to financial management and administrative efficiency, and people, power and politics.
